A few examples of what the patches with spray licenses look like. Over 15,000 hectares will be sprayed again this year, just like the past years, so any reductions mentioned by the current PC government are truly a drop in the bucket.

Stop Spraying NB releases report card to members of 59th NB legislature
Stop Spraying NB (SSNB) has released a “report card” on the performance of the four political parties in the 59th NB legislature on their record on the issue of herbicide spraying on public land to mark beginning of the annual herbicide spray season in the province.
SSNB, which is calling for a ban on herbicide spraying on crown land in New Brunswick, has given all four political parties in the Legislature a failing grade when it comes to bringing about such a ban but better marks than last year for efforts made by the PC party and NB Green Party.
The PC party, which formed government in November, 2018 with the support of the People’s Alliance Party (PANB) is in the position at this time to pass legislation to stop the spraying of herbicides on crown land and by NB Power, or to make the decision, as the province of Québec did in 2001, to stop issuing permits to spray. The PC government announced some minor reductions in herbicide spraying for the coming spray season: 30% less spraying by NB Power and no spraying in designated watersheds on Crown Land. It is important to keep in mind, that the PCs proposed a bill in November 2017, which would have involved a moratorium on spraying for 2018, while government would study this issue with stakeholder groups’ input. This bill was gutted by the then Liberal government. Why propose a moratorium when in opposition, but not follow through once in government?
One of the prominent parts of PANB’s election campaign was a promise to stop spraying NB, but we have seen no visible action from PANB except one question during the spring legislative session by MLA Rick Desaulniers.
The Green party made some efforts by tabling a motion, but they chose not to pursue this motion when the opportunity arose to select it for debate and a vote. Green MLAs David Coon and Kevin Arseneau also asked several questions inside the Legislature and an effort to have a last-minute debate on the last day before summer break failed.
The New Brunswick Liberal party has shown no interest in dealing with this issue, which is no change from their position when they formed government in the 58th legislature under leadership of Brian Gallant.
As it stands now, there has been very little political will to act on 35,000 handwritten petition signatures from constituents to stop spraying NB, which has been submitted in batches to the legislature since December 2015. The effects of forest herbicide spraying on New Brunswick’s deer herd and other wildlife, including the fact that taxpayers subsidize this practice by private forestry corporations continues to outrage SSNB supporters.
Immediately after the election of September 2018, SSNB offered to help draft legislation to stop spraying on public land in NB, but after all four elected political parties attended our first public forum to discuss our draft motion in October, they failed to actually sit and draft legislation. No parties took us up on our offer.
Marks issued to the political parties in the 59th legislature of NB:
– ‘F’ for all political parties for failure to implement legislation for a ban on public land spraying (crown land, NB Power, CN Rail)
– Mixed marks for “Efforts towards changes in regulations or tabling a motion/bill”: ‘F’ for the Liberals, ‘B-‘ for the PC party, ‘ B+’ for NB Green Party, ‘D-‘ for PANB.
Donald Bowser, SSNB Vice-Chair remarked, “The reductions announced by the PCs are a drop in the bucket: NB Power made the decision to spray less without direction from government, and although we received confirmation of no spraying this year in protected watersheds, we don’t know if this decision came from individual municipalities, or from government. The decision about Turtle Creek was made by Moncton for example, not government. Maybe we should add a “Pinocchio” award to the report card for the PCs, for fibbing a little bit?”. “We need to supply the four political parties with extra strength performance pills, since they all need strength and stamina to stop spraying in NB.”
Bruce Dryer, SSNB’s secretary and treasurer remarked, “SSNB is pleased to see that some municipalities in NB, such as Greater Moncton Area, and Tracadie, have taken it upon themselves to not allow spraying within their jurisdictions, and commends NB Power for making an effort to spray 30% less this year”.
SSNB ‘s Chair, Dr. Caroline Lubbe-D’Arcy remarked, “SSNB is deeply disappointed that no action has been taken by the current minority government to stop spraying in NB. We expected more pressure and collaboration efforts from the 6 elected third-party MLAs on an issue that is very important to so many New Brunswickers. Our issue was a prominent issue during the election campaign, which gained the third parties votes”.

Stop Spraying NB remet son bulletin de notes aux membres de la 59ième assemblée législative du N.-B.
Stop Spraying NB (SSNB) a publié un “bulletin” sur le bilan des quatre partis politiques à la 59ième législature du N.-B. sur leur dossier concernant l’arrosage d’herbicides sur les terres publiques pour marquer le début de la saison de pulvérisation annuelle d’herbicides dans la province.
SSNB, qui réclame l’interdiction de l’arrosage d’herbicides sur les terres de la Couronne au Nouveau-Brunswick, a donné une note d’échec aux quatre partis politiques représentés à l’Assemblée législative, mais de meilleures notes que l’année dernière pour les efforts déployés par le Parti Conservateur et Parti Vert NB.
Le parti conservateur, qui a formé le gouvernement en novembre 2018 avec le soutien du Parti de l’Alliance des gens (PANB), est actuellement en position d’adopter un projet de loi visant à mettre fin à la pulvérisation d’herbicides sur les terres de la Couronne et par Énergie NB, ou, comme la province de Québec l’a fait en 2001, de ne plus délivrer de permis d’arrosage. Le gouvernement conservateur a annoncé quelques réductions mineures de la pulvérisation d’herbicides pour la saison à venir: 30% d’arrosage en moins par Énergie NB et aucun arrosage dans les bassins versants désignés des terres de la Couronne. Il est important de garder à l’esprit que les conservateurs ont proposé un projet de loi en novembre 2017, qui aurait entraîné un moratoire sur les arrosages pour 2018, alors que le gouvernement étudierait cette question avec la contribution des groupes concernés. Ce projet de loi a été rejeté par le gouvernement libéral de l’époque. Pourquoi proposer un moratoire dans l’opposition, mais ne pas suivre cette direction une fois au pouvoir?
L’un des éléments marquants de la campagne électorale de PANB était la promesse d’arrêter l’arrosage au NB, mais nous n’avons constaté aucune action visible de la part de PANB, à l’exception d’une question du député Rick Desaulniers.
Le Parti Vert a fait des efforts en déposant une motion, mais il a choisi de ne pas poursuivre avec cette motion quand l’occasion se présentait de la choisir pour un débat et un vote. Les députés verts David Coon et Kevin Arseneau ont également posé plusieurs questions au sein de l’Assemblée législative et ont tenté d’organiser un débat de dernière minute le dernier jour avant la pause estivale.
Le Parti libéral du Nouveau-Brunswick n’a manifesté aucun intérêt à régler ce problème, ce qui ne change en rien leur position lorsqu’il a formé son gouvernement à la 58ième législature sous la direction de Brian Gallant.
Dans l’état actuel des choses, la volonté politique de donner suite à 35,000 signatures de pétition émanant de leurs électeurs demandant l’arrêt de l’arrosage au NB, qui ont été soumises par lots à l’assemblée législative depuis décembre 2015, est très faible. Les effets de la pulvérisation d’herbicides forestiers sur le troupeau de chevreuils et d’autres espèces sauvages du Nouveau-Brunswick, y compris le fait que les contribuables subventionnent cette pratique de la part de sociétés forestières privées, continuent de scandaliser les partisans de la SSNB.
Immédiatement après les élections de septembre 2018, SSNB a proposé d’aider à la rédaction d’un projet de loi visant à mettre un terme aux pulvérisations d’herbicides sur les terres publiques du Nouveau-Brunswick, mais les quatre partis politiques élus ont assisté à notre premier forum public pour discuter de notre projet de motion en octobre, au cours duquel nous avons clairement indiqué que nous proposions de nous asseoir avec tous les partis politiques pour rédiger un projet de loi, aucun parti n’a accepté notre offre.
Marques attribuées aux partis politiques à la 59ième assemblée législative du NB:
– «F» pour tous les partis pour avoir omis de mettre en œuvre une législation interdisant la pulvérisation sur les terres publiques (terres de la Couronne, Énergie NB, CN)
– Note mitigée pour “Efforts en faveur d’une modification de la réglementation ou pour dépôt d’une motion ou d’un projet de loi”: “F” pour les libéraux, “B-” pour le parti conservateur, “B +” pour le député du Parti Vert du Nouveau-Brunswick, “D-” pour le PANB.
Donald Bowser, vice-président de SSNB, a déclaré: “Les réductions annoncées par les conservateurs sont une goutte dans le seau: Énergie NB a pris la décision de pulvériser moins sans directive du gouvernement. Nous ne savons pas si cette décision a été prise par des municipalités ou par le gouvernement. La décision concernant Turtle Creek a été prise par Moncton, par exemple, et non par le gouvernement. Peut-être devrions-nous ajouter une récompense “Pinocchio” au bulletin de rendement des PJ, pour avoir hésité un peu? “. ” Nous devons fournir aux quatre partis politiques des pilules extra performantes, car ils ont tous besoin de force et de résistance pour arrêter de pulvériser au NB. “
Bruce Dryer, secrétaire et trésorier de SSNB, a déclaré: “SSNB est ravi de constater que certaines municipalités du Nouveau-Brunswick, telles que la région du Grand Moncton et Tracadie, ont décidé de ne pas autoriser l’arrosage dans leurs régions respectives, et félicite Énergie NB d’avoir fait l’effort de pulvériser 30% de moins cette année “.
Dr Caroline Lubbe-D’Arcy, présidente de SSNB, a déclaré: “SSNB est profondément déçu que le gouvernement minoritaire actuel n’ait pris aucune mesure pour arrêter l’arrosage au Nouveau-Brunswick. Nous nous attendions à plus de pression et aux efforts de collaboration des 6 députés des tiers partis sur une question très importante pour tant de Néo-Brunswickois et néo-brunswickoises. Cette question a été au centre des débats de la campagne électorale, qui a recueilli les suffrages des tiers.

On October 17, 2018 SSNB organized a public forum to draft a model bill to stop the spraying of glyphosate and other herbicides on public forests, by NB Power, Base Gagetown and CN Rail.

The big news for us and our supporters was that ALL 4 elected political parties sent elected members to participate.

David Coon was the only party leader in attendance.

Stop Spraying NB releases report card to members of 58th NB legislature
Stop Spraying NB (SSNB) has released a “report card” on the performance of the three political parties in the 58th NB legislature on their record on the issue of herbicide spraying on public land to mark beginning of the annual herbicide spray season in the province.
SSNB, which is calling for a ban on herbicide spraying on crown land in New Brunswick, has given all three political parties in the Legislature a failing grade when it comes to bringing about such a ban, although the Progressive Conservatives and Greens did make some efforts on the issue.
Clearly the New Brunswick Liberal party, under leadership of Brian Gallant, has shown no interest to act on 35,000-signature petition from constituents, which has been submitted to the legislature. Restigouche West (Liberal) MLA Gilles Lepage and Fredericton South (Green) MLA David Coon tabled 6000 petition signatures each in May, 2016. David Coon tabled and verified the remainder of the 35,000 signatures between December 2015 and November 2017. The PC Party proposed a motion late 2017 that would have stopped spraying for a period of review for 9 months while a working group made of government departments and outside stakeholders was formed and drafted a report on the effects of spraying, However, that came after the annual spray program.
The Liberal Party successfully reduced the motion to nothing by amending this to only request an update from the Office of the Chief Medical Officer on its Glyphosate Report (released early August 2016), which never considered the impact of glyphosate in forestry in NB.
Even though Green Party MLA David Coon has always been a supporter of SSNB’s mandate, his vision was a little blurry on the day of the PC motion debate; he left the legislature after commenting, and MISSED the vote on the motion to attend an appointment with his optometrist.

– Mixed marks for effort: ‘F’ for the Liberals, ‘C’ for the PC party, a blurry ‘ B-‘ for NB Green Party MLA David Coon.
Donald Bowser, SSNB Vice-Chair remarked, “SSNB is deeply disappointed in the performance of the current political parties to act to stop spraying in NB. Despite the tabling of the largest petition in the history of the legislature. It has failed to enact a ban and listen to these voices. None of the political parties has engaged in meaningful dialogue with SSNB and our coalition partners to develop draft legislation, and we can only hope the members of the 59th legislature will.”
On a positive note, SSNB has enjoyed support at a municipal level from Petitcodiac Mayor Gerald Gogan and Moncton Mayor Dawn Arnold. Also,Sackville, Cap-Pelée, Tide head, Paquetville, Tracadie, Miscou support this movement.
SSNB has the following questions to candidates running in NB’s provincial general election, to be held on Monday September 24, 2018:
– Will you work to stop taxpayers’ funding of the herbicide spray program?
– Will you work to ban herbicide spraying on public land?
SSNB’s Chair, Dr. Caroline Lubbe-D’Arcy, and Vice Chair Donald Bowser both held up a large mock cheque issued by NB Tax Payers for $2.8 million and asked voters, “Do you want to sign an annual cheque for herbicide spraying to forestry corporations for another 4 years? If not, then vote for candidates and political parties that vow to stop this practice.”
Lubbe-D’Arcy states that SSNB has had commitments in writing from three of the five political parties in NB to stop spraying: NB Green Party, People’s Alliance Party of NB (PANB) and NBNDP. No response has been received from the PC party and the Liberal Party.
SSNB will issue a tool kit to supporters, which will help voters evaluate candidates at the door and at candidate meetings. SSNB will continue to sell signs and bumper stickers, so that candidates and voters are reminded to keep this issue in mind when they head to the voters’ booth on Sept. 24, 2018.

Stop Spraying NB publie un bulletin aux membres de la 58e législature du N.-B. Stop Spraying NB (SSNB) a publié un «bulletin» sur le rendement des trois partis politiques lors de la 58e législature du Nouveau-Brunswick concernant l’épandage d’herbicides sur les terres publiques pour marquer le début de la saison annuelle de cet activité dans la province.
La SSNB, qui demande l’interdiction de l’épandage d’herbicides sur les terres de la Couronne au Nouveau-Brunswick, a donné un échec aux trois partis politiques de l’Assemblée législative, même si les progressistes conservateurs et les verts ont fait des efforts sur la question.
De toute évidence, le Parti libéral du Nouveau-Brunswick, sous la direction de Brian Gallant, n’a manifesté aucun intérêt à donner suite à une pétition signée par des électeurs portant sur 35 000 signatures, qui a été soumise à l’Assemblée législative. Le député de Restigouche-Ouest (libéral), Gilles Lepage, et le député de Fredericton-Sud (vert), David Coon, ont déposé 6000 signatures au mois de mai 2016. David Coon a déposé et vérifié les 35 000 signatures restantes entre décembre 2015 et novembre 2017. Le parti Progressiste-Conservateur a déposé une motion à la fin de 2017 qui aurait arrêté de pulvériser pendant une période de révision de 9 mois, tandis qu’un groupe de travail composé de ministères et de parties prenantes externes a été formé et rédigé un rapport sur les effets de la pulvérisation. Le Parti libéral a réduit la motion à néant en modifiant cette disposition pour demander seulement une mise à jour du Bureau du médecin hygiéniste en chef sur son rapport sur le glyphosate (publié début août 2016).
Même si le député du Parti vert, David Coon, a toujours appuyé le mandat de SSNB, sa vision était un peu floue le jour du débat sur la motion PC; il a quitté la législature après avoir commenté et a MANQUÉ le vote sur la motion pour assister à un rendez-vous avec son optométriste.

– «F» pour tous les députés pour défaut d’application de la loi interdisant l’épandage public des terres (terres de la Couronne, Énergie NB, CN Rail) – Marques mixtes pour l’effort: «F» pour les libéraux, «C» pour le parti PC, un «B-» flou pour le député du Parti vert du Nouveau-Brunswick, David Coon.
Donald Bowser, vice-président de la SSNB, a fait remarquer que «la SSNB est profondément déçue de la performance des partis politiques actuels à agir pour arrêter les pulvérisations au Nouveau-Brunswick. Et ce, malgré le dépôt de la plus grande pétition dans l’histoire de la législature. Ils ont omis de promulguer une interdiction et d’écouter ces voix. Aucun des partis politiques n’a engagé un dialogue significatif avec la SSNB et nos partenaires de la coalition pour élaborer un projet de loi, et nous ne pouvons qu’espérer que les membres de la 59ème législature le feront.”
Sur une note positive, la SSNB a bénéficié du soutien de Gerald Gogan, maire de Petitcodiac, et de Dawn Arnold, le maire de Moncton, au niveau municipal. Aussi, Sackville, Cap-Pelé, Tide Head, Paquetville, Tracadie, Miscou soutiennent ce mouvement.
La SSNB posera les questions suivantes aux candidats qui se présenteront aux élections générales provinciales du N.-B., qui auront lieu le lundi 24 septembre 2018:
– Travaillerez-vous à mettre fin au financement par les contribuables du programme de pulvérisation d’herbicides?
– Allez-vous travailler pour interdire la pulvérisation d’herbicides sur les terres publiques?
La présidente de la SSNB, Caroline Lubbe-D’Arcy, et le vice-président Donald Bowser ont tous deux brandi un chèque fictif de 2,8 millions de dollars émis par les contribuables du Nouveau-Brunswick et ont demandé aux électeurs: «Voulez-vous signer un chèque annuel? Si ce n’est pas le cas, alors votez pour les candidats et les partis politiques qui promettent d’arrêter cette pratique.”
Lubbe-D’Arcy déclare que la SSNB a reçu des engagements écrits de trois des cinq partis politiques au N.-B. d’arrêter de pulvériser: le Parti vert du Nouveau-Brunswick, le Parti de l’Alliance du peuple du Nouveau-Brunswick (APNB) et le NDP. Aucune réponse n’a été reçue du parti PC et du Parti libéral.
La SSNB distribuera une trousse d’outils aux partisans, ce qui aidera les électeurs à évaluer les candidats à la porte et aux réunions des candidats. La SSNB continuera de vendre des enseignes et des autocollants, afin de rappeler aux candidats et aux électeurs de garder ce dossier à l’esprit lorsqu’ils se rendront au kiosque des électeurs le 24 septembre 2018.

The board of Stop Spraying New Brunswick welcomes the decision by the provincial government to ban the spraying of glyphosate in the watershed that feeds Greater Moncton.
Moncton’s watershed was the most heavily spayed in 2017.
SSNB board member Don Bowser credits the leadership of Moncton council and Mayor Dawn Arnold.
“This small step forward shows the value of local leadership like Dawn’s. We can stop spraying one community at a time,” said Bowser.
Yet the announcement spraying will not take place in the Turtle Creek watershed this year begs some questions.
Why has the government refused to heed the will of other communities that have have made similar calls to end spraying? And then there’s the 35,000 people who signed a petition asking for a ban of spraying, a demand the government flatly ignored.
So far, three political parties have vowed to ban the use of glyphosate, which would save the taxpayer $2.4 million in annual subsidies to forestry companies participating in the spraying program. SSNB is encouraging voters to vote to end spraying in the next election – not just for Moncton, but for the whole province.
